Japan JR Hokkaido's safety woes run deeper than chronic financial problems

The Hokkaido Railway Co. (JR Hokkaido), plagued by track and train defects that have revealed deep problems with the company's safety management, will bring in executives from the East Japan Railway Co. (JR East) beginning Nov. 1 as part of drastic safety department reform measures.

Following the discovery that safety problems such as warped tracks went ignored under the jurisdiction of the Hokkaido Railway Co. (JR Hokkaido), the government on Sept. 30 started talks on replacing the company's executive board.

SAPPORO – Hokkaido Railway Co. said Wednesday it has found 170 more unaddressed track defects, bringing to 267 the total uncovered by an investigation into a derailment last week.
